Yes it is.

 

You may install a print driver only:

https://ftp.hp.com/pub/softlib/software13/printers/COL93197/win-x64-pcl3-drv.exe

 

Or you may install its full software suite below:

https://ftp.hp.com/pub/softlib/software13/printers/COL93203/HP_DesignJet_and_PageWide_XL_Installer.e...
