Everyone,
I was also getting no luck attempting to connect to the Web Configuration Utility per the User Guide. I'm using the latest version of Internet Explorer available on this workstation (IE11). Attempting to log in as either the Admin or User options fails with the default passwords of 456 or 123, respectively. Since I had reset everything on the phone I was pretty sure this should work.
What fixes this is to go to the menu in IE -> gear icon -> Compatibility View Settings -> add the IP address that you're trying to access
Try to log in and it now works as expected.
