I have HP Envy x360 running on Windows 11.
The volume buttons on my keyboard do not alter the volume output at all, only when i go all the way down to mute it does mute. I do see the volume slider going up and down whenever i press the keys, so this is no problem with the actual keys or anything. Though, the volume slider does change the volume when I connect it to a Bluetooth device.
On top of that, changing the volume with the volume icon in the bottom right corner does not change anything either. Again it seems like the computer does register me wanting to change the volume (i.e. the volume bar differs from 1 to 100%), but it simply doesn't alter the audio output (besides as mentioned when muting). Right now the volume is really loud so it really isn't usable unless I manually toggle app volumes.
I tried restarting the laptop and searching for updates, but it was fully updated, and all systems were operating correctly. I tried reinstalling the audio drivers, uninstalling and rebooting. I checked my BIOS updates as well as restarted "services "(Windows audio, etc.), Windows troubleshooting, HP Diagnostics. Literally, nothing.
I always found the key to all of my problems so far. But this one's been stuck in my head for about a month and I'm truly out of options.

Same issue on my HP Envy x360 15-eu0255ng on Win11, volume is at a fixed level and also the laptop mic isn't recognized at all.
Also tried reinstalling all related drivers, bios etc. Everything seems to be uptodate, its just not working. I am assuming it's some incompatibility with a windows update and hoping it will fix itself. I am out of ideas too.

I actually ran the HP Support Assistant sound diagnostics and it fixed the microphone problem. Apparently, my microphone driver was not allowed. So maybe try that. Despite that, the sound problem remains. Hope this helps a little at least.

Oh dear god, I've just cracked it.
I've installed and been using AMD Adrenalin Software for the last few months. I have not had noticed any problems until this sound error ocurred. I have downloaded the "AMD Cleanup Utility" with which I unistalled the AMD Adrenalin (since I was not able to unistall it through the control panel). Your laptop has to go to safe mode, don't be scared to do it. After that, I went onto the HP drivers website. There, you have to search for drivers available for YOUR laptop (search them with your serial number). There, I downloaded the "AMD High-Definition Graphics Driver". I installed it, and I can fully manage my display. But what is the most important thing is that I CAN FINALLY ALTER MY VOLUME WITH KEYBOARD KEYS!!
I really hope this is going to work for you, because this solution was not on the internet and I had to find it on my own. I'm hoping this will help you and everyone else who has the same problem.
