Constant Noise

Help, My laptop keeps on making this constant noise. I thought it was a notification sound but even if there is no notification, and I turn off the notification sound in settings, it was still making this noise. [content removed]

@Jonna_ -- Strange. My mother lived in a house within a hundred meters of a local radio-station's primary broadcast tower. All she had to do to listen to the radio-station was to power-on the computer's speakers.

If you have a desktop computer, and physically disconnect the keyboard, does the noise stop?

How far apart is your computer from your cable-modem? If you disconnect the power-cord from the cable-modem, does the noise stop?
