I have a HP Envy All-in-One 32, it is equipped with a Bang and Olufsen Sound Speaker, which EVERYBODY, including strangers and neighbours, can see on their phone's bluetooth list as HP ENVY BT Speaker, AND they can connect to the speaker and play. When they do connect, I lose control over the speaker: I cannot find any control panel on the bluetooth list, I cannot find the device on the control panel devices list. The only thing I can do is just shut off my power, and even so, when I start again, the pairing still is valid and I have to listen to whatever the others are playing.
Please help.

Are you running your computer on an unsecured network?
That is, a perhaps you are running on a Guest network to which you have granted "everyone" access because there is no password protection on your computer and / or on your network?
Best lock up your stuff.

If that's not the issue, then perhaps all your neighbors have guessed the password to your Wireless network.
Change the password.

My Friend Dragon,
The connection is via Bluetooth, not WiFi. I talked to my neighbor and they confirmed connection by mistake. However I am concerned about the fact that anyone who wants to pair with the speaker, they can. I cannot set up pairing checks, codes, and even find a panel to control the connection. I cannot adjust the volume even. If you have a same device, I highly recommend you let your friends try to connect and play something on your computer and feel the helplessness. Very frustrating.

When switched on, Bluetooth is fraught with risks from near by devices whether or not these are "your devices".
I cannot imagine how someone would get into your computer and overtake onboard (builtin) speakers.
If you have external Bluetooth capable speakers wired / switched and the speakers lack a hard button used to enable a Pair, perhaps in that case, the neighbors are able to initiate a Pair from their device. Switch off the speakers when not in use. Get different speakers. ?
I'm not the right one to answer this question -- We live on a large lot - even were our devices capable of such a feat, we are too far away from Bluetooth thieves, benign or otherwise.
Where it mine to do, I'd keep searching --
Use your favorite search engine -- Bing, Duck-Duck, and Google are popular -- search for "neighbor using Bluetooth" or any other key phrase that makes sense to you.
