Sorry no one has responded earlier -- but this is likely because this error means you are trying to install an app that is in a compressed archive and it wants this dll file to uncompress that. Problem is while you can find LOTS of sources on the Internet where you can get, this, despite checking over a dozen of them, I can not find one that does NOT also download SPAM.
What might work better is trying reinstall the app, finding out which it is, and contacting the app vendor about this problem.
