My new external CD / DVD drive plays unevenly when I play audio CD.The drive works fine on my laptop.What is wrong?

I see that your experiencing issues with external DVD/cd drive,
Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
- Have you tried with different USB ports?
- Does it happen only while playing it on HP Pavilion All-In-One - 24-Xa0090no?
- When was the last time it worked fine?
While you respond to that, I recommend you to perform the following steps to isolate the issue and arrive at a fix:
Confirm the drive is listed in Device Manager, and then reinstall the device to resolve any error states.

Remove any disc from the drive.

In Windows, search for and open Device Manager.

Double-click DVD/CD-ROM drives to expand the category.

If a CD/DVD drive is not listed in DVD/CD-ROM drives, go to CD/DVD Drive Is Not Detected (Windows 10, 😎.

If a CD/DVD name drive is listed, continue to the next step.

Right-click the drive name, and then select Uninstall device or Uninstall.

Click Uninstall or similar to confirm the uninstall.

Close all open programs, and then restart the computer. Windows automatically configures the device.

Test a disc in the drive.

I have previously described this problem but I have not found a solution.
When playing back audio CDs, playback interruptions occur. I thought it was the CD drive that was defective and got a new drive.
The problem persists even though I have reinstalled the audio driver.
Is there a proposal for a solution?

I am responding on behalf of @Echo_Lake as he is out for the day. It is great to have you back and your patience is greatly appreciated.
- Do you face any issues with the audio when you play music which is saved on the computer or from YouTube/Online?
- What is the make and model the external DVD drive you are using?
While you respond to that, I recommend you download and install HP support assistant from the below link and install all the updates and check whether the issue is resolved.
Here is how it is done.

Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.

Click Check for updates and messages to scan for new updates.

Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.

Click the update name for a description, version number, and file size.

Select the box next to any updates you want to install, and then click Download and install.

Perform any other update management actions as needed.

Postpone an update: Click Remind me, and then select a time preference.

Delete an available update: Click the Delete icon
to remove the update from the list and record it in the action log.

Review updates status: Click Action log below the list to view installed, postponed, or deleted updates.
