After my computer boots up, I hear a low noise un-related to volume on or off.  I have keen hearing and it is very annoying and I regret buying the computer though it is in very good quality

 

 I thought it might be a fan 

Is there anyway that I can minimize it

If it's a fan, it may be normal, more or less noisy
You should open and check if it's a fan, and try to identify which one is.
if the noise, and annoying, that it gets worse and worse, depending on the speed of rotation, there is not much you can do about it
check speed and temperatures, at rest and in use:

HWMONITOR | Softwares | CPUID
