Brand new computer and all the sound icons say sound is on but no sound on YouTube or news or even HP training videos. Any help would be appreciated.

Allow me to welcome you to the HP forums!
From your description, it looks like all the audio is coming through a Browser, not from files stored locally on your PC.
First thing you should do is open Settings --> System --> Sound.
Confirm the correct output device is chosen, and confirm the volume is above zero.
Scroll down and click Other sound options and check the volume settings there.
Then, click the grey Troubleshoot box and let it run.
If it finds no problem, then you need to switch Browsers to see if it is a Browser-specific issue.
Also, it could be a sound codec issue, so I would recommend installing VLC and using it to see if you then get audio: https://www.videolan.org/vlc/index.html

Below is the link to the product specs for your monitor.
It does not have built in speakers, which is why you have no audio.

The HDMI port on the monitor just gives you video, not audio since it doesn't have a built in speaker system like a TV.
If you want sound, you will need to plug in a set of PC speakers in the rear of your PC, since that monitor does not have an audio input.
