Enter BIOS SETUP.

Check the "boot order".

Make sure that the disk-drive is a higher priority than any USB device.

I have tried this already without succes.

Even when USB devices (harddisk and Floppy drive option)  are disabled in the BIOS the PC won't start.

I'll supose it has something to do with USB power or t he UEFI option.

When i'll put out the cable from the RFID scanner for only one second and reconnect it, the pc start's up.

Hi

Bit of a longshot this one...

Are you shutting down windows?

Or merely suspending it?

The fast Start up on Windows does not do a clean shutdown and this may be affecting the restart, so....

The "Turn on fast start-up (recommended)" isn't by recommended by me.  So I clear the little box.

I have found a sollution for my problem.

A recovery of the BIOS settings will help.
