HP Z2 Small Form Factor G4 Base Model Workstation

Either DIMM4 can be populated or I350-T4 can be populated. System works as expected.
If both are populated, audible 3.2 error:  The embedded controller has timed out waiting for BIOS to return from memory initialization
Seems like an addressing conflict or running out of addressing bits?

Replicated on 2 different motherboards.
The board that came with the machine and a replacement board purchased by spent my own money. Part is 1:1 match.

Computer boots with 24 G of ram. BIOS and OS reports 24GB

System config 3, doesn't work as expected.

Ram: 4x8G HP memory
2 sticks of MTA8ATF1G64AZ-2G6E1 in dual channel mode
+
2 sticks of MTA8ATF1G64AZ-2G6H1 in dual channel mode

i350-T4 is added.

Computer beeps 3.2 Code, no BIOS splash screen

System config 4, doesn't work as expected.

Ram: 1x8G HP memory
1 stick of MTA8ATF1G64AZ-2G6H1 or MTA8ATF1G64AZ-2G6E1 in DIMM4i350-T4 is added.

i350-T4 is added.

Note: This issue occurs only with the i350-T4 networking card on PCIE1, PCIE2, PCIE3 and PCIE4 slots. A GPU in it's place on PCIE1 or PCIE4 boots fine with all 4 DIMMs populated.
