Did water actually contact the CPU or CPU socket when the PC was powered on?
The PC can still power on after the fact since you now see the HP logo when starting the PC.
But it seem as if the PC cannot complete a successful POST.
I would guess the water has damaged a component. I could not say what component has failed. Finding the bad component would require a hands on examination and probably require using replacement components to find the bad part.
I could only suggest contacting HP Support for factory service or have a local PC Tech take a look. I would use a local PC tech in your situation.
You could try to check your PC's hardware using HP Diagnostics. This option may not work if the water damage adversely impacts your PC's ability to run diagnostics.
Start the PC. Repeatedly tap the "ESC" key. See if the PC can get to the HP UEFI Startup Menu.
Select "F2" in the HP UEFI Startup Menu (if possible). Run extensive system and component tests to confirm: a drive problem, a memory problem, or other component problem.
