My old Dell Computer will not boot. How do I recover data to upload to new HP.

like that, without more information difficult to say!
If the hard drive works, just remove it, and buy a USB hard drive adapter!
Then connect the HDD usb, on the new pc !

You asked about recovering "data" -- without saying what that is.
If it is simply personal files and folders, you can do that as @Prométhée already suggested.
If it includes settings and applications, you can't do that -- even if you connect the drive to a new PC.
