HP All-in-One Desktop PC 24-cb0000i (3B8A1AV)
Microsoft Windows 11

Added 8gb of RAM yesterday.  After install my All in One PC will not turn on or boot up. All that happens is that the power button blinks repeatably. I have unplugged and disconnected power cable from back of unit, held the power button for 30 seconds and now the light went out BUT the fan turned on. 
 Help!

The new memory is incompatible.  Put the original memory back in.  I suspect it was 8gb in size and you added another 8gb.

 

An easy way to find what memory you have is to run the wmic app from the windows command prompt. Bring up the window "cmd" prompt and enter


wmic memorychip get devicelocator, capacity, speed, MemoryType, formfactor, partnumber, manufacturer

Should look something like the following. To purchase identical memory use the part number shown and (if possible) look for the letters "HP" on any label attached to the memory.

 

My 8gb memory starts with CM in the above. 

post the part number you find here along with a link to the memory your bought.  It is always possible the memory is defective.
