Hi,

 

It is probable the power outage has caused some hardware damage.

 

Run HP Diagnostics. Start the PC. Tap "ESC". Select "F2". Run system and component tests.

 

You may have to replace the drive. You may have to reinstall the operating system on the new drive or recover a system image backup to the new drive.

 

Count your blessings if the resultant power outage damage was limited to the HDD or SSD. This scenario can often kill the MB, MB connected components, and the power supply.
