HP 700-230qe
After reboot Computer does not do anything for 30 min, the windows logo and the revolving dots only. Then HDD start working and it is going into login screen.

My search on this model indicates it came out in 2013 -- making this possibly 10years old or older -- and being that old, these symptoms nearly always indicate a failing internal drive.

I have had the same idea, however It has 3 internal drives. The system drive was changed couple of years ago and it is SATA SSD. I have never had problems with these drives. Could it be data HDDs? Well, I guess I would have to disconnect them one by one to figure that out.

I didn't know you had an HDD as well, as Windows does do drive checking as part of the boot, and if that drive is failing, that can cause very long delays in the boot process.
I would disconnect that drive to see if that speeds up the boot process.
