My desktop will hang/freeze randomly. I've tried physically cleaning the system and reapplying thermal paste, booting the system without the graphics card, with either RAM stick, with only an external storage device, resetting the BIOS, re-setting the CMOS battery, I even popped the PSU open to see if there was a legion of dust bunnies causing the system instability (there weren't.) The system seems to be stable in the BIOS but I haven't left it running in the motherboard settings menu for more than half an hour. However, the onboard diagnostics tests and passes every individual component but if I try going to the operating system or try to install a new one it doesn't work, but it doesn't seem to be the NVME drive's fault because this is also true when I try to boot to a bootable external drive.
Anything else I should try doing before it becomes e-waste?

Welcome to the HP Forum.
Your PC's problem appears to be a riddle wrapped in an enigma.
You have done a lot of good troubleshooting steps.
The system seems to be stable when it is sitting in the BIOS. And all hardware tests pass.
It is totally weird the PC will hang within less than a minute when the PC is powered on. But the PC will sit in the BIOS for about a half an hour.
What happens when you try to run the current version of Windows installed on the NVME drive?
And what happens when you try to install an operating system via USB installation media? I don't understand why you can't boot to USB installation media.
Are you using HP Cloud Recovery OS installation media or a Windows 10 USB installer?
I could not offer any suggestions until you disclose what is happening when you try to run Windows or when you try to do a clean Windows installation.
Your PC should be running great.
I must be missing something obvious. But I see no reason why you are having Windows: usage and installation problems.
