Try pressings the ESC key after powering on and see if you can get into the diagnostics or bios
If this does not work then
Try clearing the CMOS: Unplug system, press power on button 3-4 times to discharge residual power tjhen move the blue jumpers from the pair of pins they are on to the adjacent pair. In the following picture you would move them "up"
after 30 second move the pair down. If you do not have jumpers then removed battery

Picture you posted was bad or not saved by HP.
If pressing ESC brings up diagnostics menu but you cannot run the diags then possible the WIN + B key or the WIN + V key may work
try the V first then the B

Appreciate the help. I don't know what I am doing here. Question, what would doing what you mentioned do. I did everything you suggested. All I get is the hp logo. When I press the esc key or one of the function keys. I get to a screen with the system info on top left of screen. The bottom middle of screen says " Press the Esc key for Startup Menu. I press Esc key nothing happens. In order to get back to the starting menu and get back to loading screen , I have to press Alt, Crtl, Delete at same time. The only thing that is different is by pressing those functions keys while on loading screen it takes me to that screen with the system info but adds a function text like diagnostic next to the bottom middle text I explained earlier. At this stage no button works to bring up bios page or return to loading screen till I press Alt, Crtl, Delete.
Any help will be greatly appreciated. Thank you.

Try this
Reset the CMOS
- Turn off the computer.
- Press and hold the Windows + V keys, and then simultaneously press and hold the power button. ...
- When the CMOS Reset screen displays or you hear beeping sounds, release the Windows + V keys. ...
- Press enter to restart the computer.
Then see if ESC starts working
If the above does not help then
What does holding Windows key and B do?Press and hold the Windows key and the B key at the same time, and then press and hold the power button for 2 to 3 seconds. Release the Power button but continue pressing the Windows and B keys. You might hear a series of beeps. The HP BIOS Update screen displays and the recovery begins automatically.
If the above does not work post back here with what happened (if anything) and provide your Product ID (not serial number)

I did everything you suggested. I took one step further after it did nothing to remedy the situation. After I removed the jumpers the cmos battery I also removed the ram and reinstalled when I put everything together. Now All I get is a Black screen. So know I don't know what to do. Sorry for the late reply. Kinda upset with myself for causing this.

This does not look good, sorry!
Looking at your system, I see only the following bios

Was the above the bios you tried to install? "80.16 Rev A" Jul 27, 2018
Did you create the USB install?
Please try that USB install option

If the USB repair does not work you can get a repair estimate

Another option is to replace the motherboard but you might be better off getting a newer system and selling your old system for parts.

Possibly some local tech or guru has tools like the following to re-flash the bios and the skill to use them
