All in One PC will not power on, I tested the power supply with Multimeter all working fine, checked Battery in PC it read 3, within operating level, light indicator on back of pc lights up when plugged in. Not sure what else I can do.

Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
- Did this happen after a recent window or software update?
- Have you made any hardware/software changes?
While you respond to that, let's try these steps:
Turn off the computer. Disconnect the power cord from the back of the computer.
With the power off and the power cord disconnected, press the Power button on the computer for 5 seconds. The power light indicator, which is on the power button or near it, might turn on briefly but then it goes off.
Reconnect the power cord and turn on the computer.
If the computer starts, troubleshooting is complete.
