Did you install a different power supply other than the one that came with your PC?
The troubleshooting link indicates it is a power issue of some kind:

There are 7 different 120W power adapter part numbers listed.
You may be able to narrow down which one HP supplied with your PC if you enter the PC's serial number in the search window at the link below:
