What caused the problem in the first place?
Power glitch? Upgrade to windows 11 from 10?
Microsoft or HP update? Add a new device, memory, etc?
Have you run diagnostics?
Tap the ESC key after powering on to run diagnostics (Press F2 for diags test).
Do not allow any updates if disk or memory fail, especially a BIOS update.
One of the options of automatic repair is to restore the computer to its last known good working state. I think you have seen the below image or something like it. Select the System Restore option instead of the startup repair or anything else.

If there are no restore points then try booting in windows safe mode.

If you can boot into safe mode we can try to figure out what happened..
Let me know the results of running diagnostics and how safe mode worked or not.
