I have been trying to get rid of this error all day, and its currently 2 am. What happened is that the error BAD SYSTEM CONFIG INFO pops up as the problem.  

Reset This PC fails to work (There was a problem resetting your pc.)

System Restore Fails to work. (No restore points have been created on your computer's system.

System Recovery Image fails to work. (No images can be found on the pc or usb)

Uninstall updates fails to work (runs into a problem and is unable to uninstall any updates.)

Startup Repair, UEFI Firmware Settings, and Startup Settings fails to work (tosses me through the same loop)

Rufus fails to help and using a usb to try and get a windows iso file fails, cause i am forced to convert it to a NTFS to even fit the software file in it....

I've done everything... someone help me, I would greatly appreciate it.

Your PC seems to have some Windows Registry corruption happening per this Microsoft Site. This corruption could be caused by damaged system files or buggy hardware (system drive or memory).

 

Have you used HP Diagnostics to check your PC's hardware?

 

Check your PC's hardware using HP Diagnostics as follows:

Start the PC. Repeatedly tap the "ESC" key.

Select "F2". Run extensive system and component tests to confirm: a drive problem, a memory problem, or other component problem.

 

Read all info available at this site to see if you can resolve the problem without reinstalling the operating system.
