Under normal conditions, the error "BIOHD-3 no bootable drives detected" would indicate the hard drive has failed. Since this is a new motherboard and most likely the same as a new build, it might be that the hard drive is not connected correctly. Start by checking the BIOS to see if the hard drive is identified correctly. If it is located and identified in the BIOS, then run a diagnostic on to drive to see if it is healthy.
Since this is a "new build" try a different hard drive.

Did you keep your disk-drive from a previous computer?
Does your disk-drive contain a working copy of Windows?
Enter BIOS SETUP.
As the Other Person stated, check that the disk-drive has been "found" by the motherboard.
Then, within BIOS SETUP, check the list of "bootable" devices, e.g., USB, disk-drive, optical drive, to ensure that the disk-drive appears in the list, and move it to become the first item in the list.

If still no joy, then it is time to consider the hard drive has failed or there is a problem with the motherboard.
