HP EliteBook 640 14 inch G9 Notebook PC IDS Base Model

Recently purchased Elitebook 640 updated with the latest HP Bios.

I have installed Ubuntu 24.04 as a dual boot O/S alongside Windows 11.

Bios boot order is set to Grub Boot-Loader 1st (this allows choice between Windows and Ubuntu).

Everything works fine.  Both O/S boot not problems.

But after Windows 11 is booted and shut down, the Bios boot order is changed to Windows 1st.

I suspect something inside Windows11 / HP's Client Management Tools (biosconfigutility?) has been configured to do this.
Any suggestions on how to stop it changing the boot order?

Hardware diagnostics all pass.

What I have done to fix my particular issue:

in BIOS Settings, boot order; mark windows as disabled.
the Ubuntu grub boot manager now starts every time and I can use that to select which OS I want to boot into.

Windows does that automatically. You have caused this by installing another OS.

 

What you can try is installing EFI Editor app in Windows.  That will allow you to change the boot order from inside Windows.

 

But once you boot back into Linux, it will change again.

If you want a graphical boot manager in Linux that automatically finds and lists all the OSs it finds, including Windows, then look into using rEFInd. 

 

I use that on my primary desktop where I have two Linux OSs and three Windows OSs, and it works great.
