The user installed a BIOS update & now it won't show anything on the screen, but the computer does turn on. I unplugged the power cord and drained the power by holding the power button in for 60 secs then I plugged it back in and held the power button in for 20 secs and that didn't work, I cleared the CMOS on the motherboard, that didn't work.

Sorry to see you have a problem.
Try recovering the BIOS using all steps at this site https://support.hp.com/us-en/document/c04126730
Next step is to try HP factory service if in warranty https://support.hp.com/us-en/contact I don't know if HP will fix this issue without service fees even if warranty.
HP could reprogram the BIOS, replace the BIOS chip, or replace the motherboard.
The MB, power supply, and chassis are proprietary. Not much you can do in this situation if HP will not provide warranty service.
You could reprogram the BIOS or replace the BIOS chip but it may not be cost effective.
