That error usually means the hard drive has failed. The Diagnostics not showing the hard drive as passed also indicates the hard drive has failed. The drive needs to be replaced.
The spec page for that PC shows a 1 TB SATA 7200 rpm drive, which is very common and inexpensive. All software and Windows will need to be reinstalled to get the PC working again.
If you are inclined, now would be a good time to replace that drive with a 1TB SSD drive.

Pavilion 590-p0032na optical drives and hard drive found, all tests passed.
Cannot find anything wrong except I updated Windows 10 yesterday and now computer will not boot.
PC out of manufacturers warranty, supplier saying manufacturers responisbility as F11 HP Software unresponsive.
Everything connected and intact inside the case - any suggestions anyone?
Thanks,
Kit

Welcome to the forum. Since you have already done the Diagnostics and the hard drive passed, it could possibly the boot loader has been corrupted and this causes Windows to lose its way.
First verify that the is no media in the DVD/CD drive and the card reader. Then also disconnect any other devices using just the keyboard and mouse. Try again. If there is still not a start, please indicate any messages or notifications on the screen, or what exactly happens during an attempted start.
