Welcome to the forum.

I am not a HP employee.

 

A 3:3 BIOS error cadence on newer HP Desktop PCs or newer HP AIO PCs indicates a graphics problem.

 

Graphics processing on AIO PC's are usually embedded in the processor. You could have a CPU problem.

 

Check here (Link) for BIOS error codes on the latest HP PCs.

Can this be fixed at a reasonable price or should I scrap the computer? It’s an all in one unit

You should remove the product serial number from your first question.

 

I can't answer the second question.

 

I would have a local PC Tech take a look if you are out of HP warranty.
