Greetings @icoMOON
Welcome to the HP Forum.
Wow, you're between a rock and a hard place.
There seems to be two different MBs used in your HP PC (MB SSID 8703 and MB SSID 8704).
You have tried all currently available BIOS updates for both MBs with no success.
Your PC's previous BIOS version F.20 is not listed for either MB at your PC's driver download site. So I don't know what MB you have. And you can't download BIOS version F.20 from this HP site.
Look, the only option I see is to have a local PC Tech try to update the BIOS using a Serial ISP Programmer if you can't get this done using the HP USB BIOS recovery option.
But it is now not possible to determine what MB version your PC has and BIOS version F.20 is not available for download.. So the Serial ISP programming option will probably fail.
And it is also possible to experience BIOS chip failure so the correct BIOS update will not flash to the chip. A BIOS chip can be replaced if it has failed.
Check all silk screens on the MB to see if it indicates the MB SSID.
You have multiple converging problems making it difficult to provide a solution. You may have to retire the PC or look for a like-kind replacement MB (using the MB part number) on eBay.
Regards

Greetings @icoMOON
Thanks for the MB SSID info.
You should have been able to flash your PC's BIOS (MB SSID 8704) using either: Bios version F.27 or BIOS version F.29.
Scroll down at this HP Site until you see "Recover the BIOS using a USB recovery drive". Follow all steps at this HP site to see if you can flash the BIOS outside of Windows.
You might have to have a local PC Tech flash the BIOS using a Serial ISP Programmer if you can't flash the BIOS using the HP USB BIOS recovery stick.
Again, it is also possible your MB's BIOS chip may have a problem and may need to be replaced.
