The problem you have is that you have W11 installed in Legacy mode.
You have three options to correct the long delay in restarting the PC:
1. Back up your files and try the MBR to GPT file conversion.
Watch this video.
How to Convert MBR to GPT Without Losing Data for FREE! (Tutorial)
What I am not sure of is what BIOS setting you need to change after the conversion.
I don't think you need to do that if your PC has a list of two boot options in the F9 boot options menu -- Legacy and UEFI.
See the service manual, chapter 2 for the various BIOS setting options.
I believe you would have had to go into the BIOS and disable the UEFI boot options setting at one time and that would only leave the one set of Legacy boot options available.
I clean installed W11 in EFI mode on my HP 6200 Pro.
2. Back up your files and reinstall W11 in UEFI mode which means you have to boot your W11 installation media from the EFI USB boot source, not the legacy one.
3. Leave everything as is and if you don't use BitLocker, go into the BIOS settings>security and change the Embedded Security Device setting from Available to HIdden, save the settings and your PC will no longer take forever to restart on a warm boot.
That setting can be found by looking at the above service manual, chapter 2, page 10.
