I tried to get to bios settings from windows 10 repair menus but when it tried it came up with windows error code 800704d3

After two "failed" attempts at starting Windows, a third attempt may cause Windows to start in "Recovery" mode. 

You might be able to "time-warp", using System Restore, back to a date/time when Windows did successfully start.

Restart your computer.

If it does not start, hold down the power button, for 30 seconds, until the computer powers off.

For a second time, restart your computer.

If it does not start, hold down the power button, for 30 seconds, until the computer powers off.

For a third time, restart your computer.

Windows should launch "Recovery Mode". 

Use "System Restore" to select a date/time at which Windows was working correctly.
