On the boot screen it displays a bios error message. The bios update for my PC downloaded from HP return that it is an older version and will not install.

According to the HP website, these are the latest BIOS' for your model:
HP Consumer Desktop PC BIOS Update (ROM Family SSID 81B3)
HP Consumer Desktop PC BIOS Update (ROM Family SSID 81B4)
HP Consumer Desktop PC BIOS Update (ROM Family SSID 821D)

Now you can ONLY use the BIOS relevant to YOUR system (SSID). To check your SSID, power off the pc, turn it on and keep tapping F2, choose your language then click on system and system information. This will tell you your SSID in the list.
If you already have the latest, then cancel the operation that's giving you the error message.
