I have managed to extract the following files from the sp139729.exe file
08430F53.exe
AUTOEXEC.BAT
SAFUWIN.EXE
SAFUWIN_ReleaseNote.txt
SAFUWINx64.EXE
samifldrv32.sys
samifldrv64.sys
Can I update the bios on my machine that only has Ubuntu OS? If so what are the steps?
I do have the Wine emulator installed which enabled me to extract the above files. I suppose I could run the AUTOEXEC.BAT file next but I am not sure if that is what I should do?

Borrow a win7 or later system and use rufus to create a bootable USB flash.
Alternately use one of the following substitutes (I have only used Rufus)

install the files on the USB
I would rename the autoexec.bat to prevent it from running automatically as you might miss caution or warning messages
plus you might want to make a backup of the old bios first (if possible). Note that many HP system do not allow the bios to revert.
run safuwin /? to see what options are and try to save a copy of the old bios
If all looks OK then run the autoexe.bat
I would not update the bios unless the is a real need such as the CPU not recognized. Running ubuntu makes your system less likely to be hacked and you can avoid many security enhancements that actually slow down the CPU. My opinion, worth about 0.2c
