The "Memory Upgrade Information" section on HP Pavilion p7-1423w Desktop PC Product Specifications
states that the motherboard has 2 DIMM slots, and supports a maximum of 16 GB
of PC3-12800 MB/sec (runs at PC3-10600 in this system).
Do both sticks have the same number of memory-chips, indicating the same "density" of RAM ?

and: https://www.amazon.com/SAMSUNG-M378B1G73DB0-CK0-8GB-2RX8-PC3-12800U/dp/B00TP4TNN2
it seems that they do.
So, my guess is a problem with your motherboard.
