This is for anyone that looks for this specifically as everyone seems to be dumb af in these forums now...
So if on boot no bios or splash screen but blinking underscore cursor, remove all ram & hdd. Power up, we want to hear 5 beeps/flashes. This is apprantly 'RAM not seated' .. yeah aint the case.
Once it beeps throw another graphics card either PCI PCI Express or that tiny 16x Bus one..
Plug RAM/HDD back in, should boot into windows with a beep after post, don't have to connect to VGA/DVI/HDMI source or cable, just needs to not use the 'onboard' but the discreet video card. Watch the LED at the front for activity light. Also press F1, F2, F9, F10 if nothing is happening incase it is paused on a prompt it needs you to press a button to confirm.
After a boot shutdown with a power button press, pull that card out and plug back into the onboard VGA / Displayport port and power up, HP logo boot, counts ALL the VRAM really slow etc... then will BEEP like cray cray... If not working remember there is a cmos reset button on the mobo near the battery.. 5 sec press w/o power is good.
