When trying to start desktop I get the Boot Device Not Found (3F0) error.
i have tried everything to no avail. How can I do a system restore?

BTW: if you replace the hard drive/SSD and follow the links posted in my reply above, you can still use the media to reinstall Windows and get the PC working again.

That error typically means something has caused the bootloader to not work because of a hardware failure or something in one of the ports to mislead the boot choice.
Make sure there is no media in the card reader or any USB items plugged-in except the keyboard or mouse.
Then run the Diagnostics routine.
To run the Diagnostics routine, Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a popup menu shows. Then pick Diagnostics from that popup menu, F2.
Report back with the results.

If the hard drive was identified and passed the Diagnostics, then the boot loader has been corrupted. You will need the HP Cloud Recovery Tool or you can try to correct the error with the Windows 11 media download. Either one should work.

The download will restore the PC to normal. You will need to use a different PC to make the download, however. The use that new media to recover the OS and all the drivers.

Scroll down to the "Create Windows 11 Installation Media" and follow the directions. Then boot to the new media to repair the Windows 11 OS.
Which ever route you choose.

If there is bitlocker issue that at least means it is trying. However, Bitlocker is Windows built-in encryption mechanism that protects your system from unauthorized access and keeps your confidential data safe and secure.
Bitlocker problems are out of my realm and I cannot help further with that. Contact Microsoft help or look at their help forum for Bitlocker problems.
