HP Compaq EVO circa 2000 dc7600 3.4 dual CPU, 4 gig memory says XP is Win7, newer case with usb ports on the front.  Always a very stable platform, normal shutdown, upon startup 9 beeps flashing red, keyboard lights blinking.  Been there, replaced the CMOS battery with a new Sony, no change.  When the plug is pulled, CMOS battery removed, button pressed 15-30 seconds, CMOS battery replaced, plugged back in, runs the long memory test boot, F1, F1, starts up and runs normal after time reset, even performs a Restart no problem, but once powered down will start again with the 9 beeps rinse and repeat.  Don't need a copy and paste of the manual suggestions, already have it and the PDF.  Cleaned the memory, blew out the slots and tried each all worked.  Tried unplugging everything to bare bones, same 9 beeps.  used motherboard from ebay same 9 beeps.  Swapped out the case with power supply, same 9 beeps.  Would just buy another working EVO but Win7 says I've installed it on too many computers (motherboard swaps actually) so I wouldn't be able to use my drives or would have to buy Win7 again.  None of the web memory saying MS offers chat and live tech for this were true.  Assistance appreciated.

As said, already have the manual, if the answer were in there I wouldn't be here.

You didn't write that you replaced the processor which was also one of the troubleshooting steps in the troubleshooting guide on your PC's support page.

You are correct.  It had a regular 3.4, I tried another 3.4 I had and when I ordered the replacement used motherboard I also ordered a 3.6 I haven't tried and a dual 3.4 that's in there now.  Thanks for asking, happy to oblige.  BobP411

This community was my last hope.  Update, have purchased the same HP dc7600 EVO only differences from mine is a 150gig solid state HDD versus my 500gig, with 2tera behind it 😧 a single bar of 2K ram versus my 4 bars of 1K ram, no A: or rewritable DVD drives, all no problem except it is Win XP Home.  So to get back to Win 7 pro what would be the best choice to try.

HP Win 7 Suite recover, restore, repair, description unclear whether Win7 is included or warns no key code.
Is it possible to buy Win7 that allows multiple motherboard/computer swaps?
Thanks BobP

Here's the exciting conclusion to wrap things up.  Nothing suggested worked.  Bought a replacement HP dc7600 EVO computer as close to mine as was available on eb*y.   Swapped out my better parts for the ones that came with the replacement, starting the computer with each to try and pinpoint the source of the problem.  These were the two dvd burners, memory, and two hard drives.  Looked like everything was going to work perfectly when windows popped the warning I had three days to activate Windows 7.  Tried my 7 key multiple times, tried the phone in which apparently no longer offers the chat or tech, just a robot that sends the user back to the starting place.  And so I ended up going to keysfan where I found Win 7 pro for around $14 and dealspotr for a 50% off coupon, figured scam when first two coupons claiming to have worked minutes ago came up invalid, but third one worked dropping to price to $6.95 a fair deal seeing as how I shouldn't have needed to pay anything at all.  Three weeks of computer hell, no idea what the problem was and the question whether the replacement "untested no refunds" motherboard oddly enough had the same problem, all to end up where I was the night before the morning it all began.  Have a great holiday, bye for now.
