Today my computer crashed, and upon restart only an error message came up:
Boot Device Not Found
Please install an operating system on your hard disk.
Hard Disk - (3F0)
F2 - System Diagnostics
A Hard Drive Check shows no issues. I tried starting with Legacy enabled but that didn't help.

in my experience ---
with legacy enabled, the "windows boot manager" is the one to select when in the bios boot menu.
If that does not work then try "drive0" or whatever the name is of the hard drive. If neither work then you need to run the startup repair. See above link for more details.
Did anything suspicious happen before the crash like power outage or maybe adding some device to motherboard? Install some software? Major update to windows?

Nothing "happened", I went to bed and the computer was on in sleep mode, in the morning I could navigate Windows but nothing was loading. Restart and boot error. No storms or outages, no major updates, no installs.
I push f10 for HP Setup Utility, and under Storage > Boot Order, I see:
UEFI Boot Services
--OS Boot Manager
--USB Hard Drive
--USB Floppy/CD
--ATAPI CD/DVD Drive
--Network Controller
Legacy Boot Sources
--Hard Drive
----SATA4
----KBG30ZMV256G TOSHIBA
--USB Floppy/CD
--ATAPI CD/DVD Drive
--Network Controller
So there's no Windows Boot Manager to choose there. I tried again in Legacy mode, which I assume tries the hard drive first, but no luck.
Hard drive passed the six hour Extensive test so it should be both good, and properly connected.

That link got me the Virtual Agent, and she couldn't help me. I'm trying to figure out my next steps here.
Can I put some boot program on a flash drive and at least get into my files? Or maybe do some more comprehensive problem solving from inside?

The OS boot manager is the correct one. If that does not work then temporarily select the SDD (Toshiba) as I assume you are booting from the M.2 256gb
If none of the above work, you can try a startup repair (NOT a windows install)
If you have a recovery disk or USB from HP then use that one else make one as explained

If the startup repair fails you may have to do a custom install
