Welcome to the HP Forum.
The screen in your post usually indicates the Windows boot loader is corrupted or you could have a failing system disk. You have not provided specific steps you have taken to fix the boot loader so try the following stuff to see if you can fix the problem.
Check your PC's hardware using HP Diagnostics as follows:
Start the PC. Repeatedly tap the "ESC" key.
Select "F2". Run system and component tests to confirm: a drive problem, a memory problem, or other component problem. Run extensive tests.
A corrupted boot loader could be indicated if HP Diagnostic tests pass.
I do routine system image backups when the PC is okay. So it is possible to replace the OS disk if it has failed and/or recover a recent good OS image if only the boot loader is corrupted.
Fixing a corrupted Windows boot loader is fairly complex. Check this Site for instructions. I have never had to fix the boot loader because I have system image backups.
