You have essentially done items 1-4 below
Since you passed memory and disk test it is likely that hardware is good. How did this problem occur? Was it after a power failure? After installing some software? After trying to do a Windows update? I assume you are running windows 10.
Try running that "item 5 troubleshooting" as described to get the blue diagnostic screen to show up. post back here if it does not show up

3F0 is disk problem. I though the disk diagnostic passed.
I the disk cannot boot into the windows diagnostic then you need to downloadl windows 10 into a USB flash drive, boot the USB and then run a repair of your hard drive
Use another system and a 16gb flash drive

Do not install windows 10, just boot and run the troubleshooter to try to repair

Welcome to the HP support community.
I understand that you are getting a 3fo error, I am glad to assist you.
Restore BIOS default settings
- To restore the BIOS default setting, open the BIOS Setup screen.
- Turn off the computer and wait five seconds.
- Press the power button to start the computer and repeatedly press the f10 key to enter the BIOS setup menu.
- On the BIOS Setup screen, press f9 to select and load the BIOS Setup Default settings.
- Press f10 to Save and Exit.
- Use the arrow keys to select Yes, and then press Enter when asked to Exit Saving Changes.
- Follow the prompts to restart your computer.
