Hi
Any recent HP BIOS updates or optional HP Firmware updates from Windows Update? There have been isolated faulty BIOS updates affecting HP 25L PCs.
It appears you are in a never ending loop.
I would disconnect AC power. Depress the power button for a while to drain residual power from the MB.
Remove the CR2032 MB battery. Wait about five minutes. reinstall the battery.

Hi thanks you so much for responding. I tried your method. The battery was under the gpu so I had to remove it. I took it out for around 6 minutes then put it back in and put my gpu back in place. Now my pc boots up for about 0.5 seconds then restarts. Any suggestions? Maybe I rebuilt it incorrectly

Do you recall any recent HP BIOS updates or HP Firmware updates from Windows Update?
It sounds like you can't do any startup diagnostics. Try the following steps anyway to see how it goes.
Start the PC. Repeatedly tap "ESC".
Select "F2". Run component tests.
I would guess you may have a power supply or MB hardware or MB BIOS problem if the PC is in a restart loop.
