I order to make a 32bit OS into a 64Bit OS, it needs to be a new install and cannot be "upgraded" or converted. Make the new install media from here, with a different PC.
If you need the install media for Windows 10, you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this new media to install Windows 10.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue. It will be activated once it connects to the internet, as it uses a digital key.
The old Windows install needs to be wiped out and then install the new Windows. If you have documents, photos etc, then back those up to an external media such as USB flash drive or DVD media and then copy them over after the new Windows is running.
Here is a guide for the clean install. Scroll down to the:
Perform a Clean Install on an Empty Hard Disk/SSD or Reinstall by Booting from Install Media (DVD or USB Thumb Drive)
Make sure the media indicates the install is for 64bit, as shown in the picture from that guide where it shows the "Select the operating system you want to install"
I'm not an HP employee.
