Can not do a restart or shutdown, the computer just spins trying.

Sanity check:  Did you see any notices about an update to windows before this happened?  Usually Windows displays "working on updates" but on some occasions it just spins and needs to be waited out.  Turning off and back on or resetting during the update makes things much worse.

 

Assuming there was no updates then you need to find, obtain or make your own recover tool:  USB or DVD with windows 10

use the "tool" not the update.  Boot the USB or DVD and run the repair

So far it does not appear to be a hardware problem from your brief description.   Were any changes to hardware made recently?  Power outages?  Install any new software?
