How to get this to boot from a CD?
I have a USB external drive (no internal drive on this PC). I have a bootable CD in it that I've used on other devices. The BIOS has been set to allow it to boot from the external USB CD as the highest priority. The secure boot has been disabled. All secure boot keys have been cleared.
Yet when I try to boot from the CD, the F9 menu shows a list that only gives the option to boot to Windows Boot Manager or Boot from EFI file. No other options listed under UEFI Boot Sources.
There are no options in the BIOS to enable "legacy" boot or anything similar.

I've worked on PCs for decades and used to have no trouble dealing with BIOS settings, but these latest UEFI devices really are a pain!

The boot manager may not see a bootable OS on the disk.
When you power up the system, the LED on the CD driver should flash once at the instant the power is applied. After 3-5 seconds later it should flash again, indicating the disk is turning. If you see it flash a second time, the boot manager looked at what was on the drive. If it does not boot after the second set of flashes it is because it was not bootable. Either the drive was unable to obtain the data on the disk (bad read) or it was not compatible.(bios expected UEFI bootable media).
If it does not not flash a second time, it did not see the CD device on the USB port. You will need to convert the CD to a USB boot or create a USB boot directly from the location that had the CD data.
What OS are you trying to boot?
After the system boots up, can your PC access the files on the CD?
Was the bootable CD created on your PC?
If you downloaded the ISO consider using a USB instead of a CD.

Thank you for the quick response.
The CD is bootable, and contains some utilities. I have used it on many PCs in the past. The drive is also one I've used to boot on many PCs. When I start the HP I can hear it accessing the CD, but it doesn't boot from it.
I hadn't tried any other bootable CDs when I made the post, but I have now. Out of about a dozen bootable CDs (utilities, Linux distros and some Windows installation discs), only one was offered as a boot alternative on the F9 boot list, and that was a Puppy Linux CD, which got as far as the logo screen and then hung. At least I was able to see that the F9 list CAN show a bootable CD, so that means the problem wasn't due to me not setting something in BIOS.
Given that these CDs all (as far as I can remember) worked on several other PCs in the past (in the same USB drive), I just have to assume that either the HP has some problem with most boot discs, or it has a problem with the USB DVD drive I was using.
In the end I gave up, and decided to just do a Reset from the Windows F11 menu.

I'm glad you got it working there must have been something wrong with the system for you to reset it.
