As I previously stated(but probably forgot to screenshot), there is no such option on my BIOS as BIOS Setup. And I'm lead to believe I WOULD have the option to update directly from bios when I update to 7.16 since this says that the 3400 MT does have that option and the machine in question has 7.16, however when looking at the manual myself the option wasn't present and so is not in the bios itself as far as I can see.

One of the photos shows options when entering Startup Menu and the rest are of what options I have inside the BIOS itself.

OK, when you extract the SP59262 you find the BIOS CUP_716.ROM and 3 exe-files and a lousy Instruction.
So extract the file, copy these files to an USB-drive and enter the BIOS. If you are lucky the *.ROM will be detected and you get your system flashed.
The safuwin.exe might be the right flash.exe.
From the manual:
Allows you to update the system ROM with a BIOS image file located on removable media.

Ok I've managed to find the problem myself (of course thanks to you 2):
At first I thought that it didn't work because when booting up I selected the drive to boot in legacy mode and so it directly went to Network Boot. When I read your comment (@VH2000) I thought to myself "I've tried it already, but why not try it again using all the files from the package", after which I accidentally let it boot on its own and low and behold:

This means that @itsmyname was right:
If one has modified or deleted that "OS Recovery Partition", then the package cannot successfully do that "copy", and so it "fails".
Knowing that my next question is - how can I can I replicate that partition if I don't have the original HP media that creates it on install (I got the computer second hand a while ago and just now started working on it, so my chance of getting the disc is minimal if any)?

No, no, you are completely wrong.
If the HP-Manual is correct, you have to enter the BIOS (F10) and look if you find s.th like this:
Flash System Rom
In that case you need just an USB-Stick with the CUP_716.ROM
Then just select the USB and follow the instruction. In 10 seconds you are ready.
If you don't find the Flash System Rom you should prepare an USB-Boot medium (Media Creation Tool) and copy the BIOS-Flash files also to the USB-Medium.
Then boot from the USB(F9) and press Shift+F10 at the first setup page.
In the command prompt you run the xxx.exe

will list your computer, and give instructions on how to download what you want from the "HP Cloud".

I wonder if "Computer Setup" or "Utilities" or "Run UEFI" will have a sub-menu that triggers a BIOS update.
