We received the Clock_Watchdog_Timeout (0x101) error.  Ran sfc /scannow then chkdsk /r.  Neither repaired the computer.  Unable to boot into Safe Mode.  Unable to reinstall Windows from the Restore partition.  Are there other options besides going nuclear and totally wiping everything with a fresh install of Windows 11?

This seems like a hardware issue and it will need a repair, I would request you to contact the nearest service center for assistance, if the device is out of warranty, it may incur charges: https://support.hp.com/in-en/help/service-center
