HP Compaq dc7800 Convertible Minitower PC
Microsoft Windows 7 (64-bit)

Whenever my pc goes into sleep mode, it will stay in sleep mode normally for a random about of time, but then the fans will kick on full blast and it won't be able to wake from it until I power it off and back on again. I have tried switching oses (From Windows 10 64-bit to Windows 7 64-bit), no change. I have updated the bios to the latest version, no change. Any Suggestions?

Well here's something I didn't expect, it turned out that one of the ram sticks was bad.

Sometimes this type of issue is caused by a peripheral USB device.

Try disconnecting all non-essential USB devices, printers, external drives, phone chargers, etc.

Reboot. 

If using a USB Keyboard and mouse try using a different mouse / keyboard if that's an option.

If not, try using a different USB port.

I disconnected my Wireless adapter, used a different mouse and keyboard on different usb ports, no change.
