Hello, my problem is that when I try to turn on my laptop, the Dell icon appears, then the screen flashes twice and the following message appears: pxe-e61 media test failure check cable, pxe-m0f exiting intel boot agent", and then the dell icon appears again and so on. After watching the guide on YouTube, I managed to enter the BIOS. there are no setting options in it. There are only options - "Memory Test, Hard Drive Test, Language, Exit" I did a memory test and a hard drive test. Both tests passed and no issues were detected. My BIOS version is 1.6.1.0. I don't know what to do and I urgently need a computer. There is some solution to the problem

Sorry no one has responded to your post in all this time -- but your post has confusing information in it.
First off, I checked on this model computer and it came out in 2014, so there is no way it could run Windows 11.
Second, no HP device is going to show a Dell logo -- and since yours does, my guess is that wherever you bought it has hacked the PC in some way, and in that case, there would be no support that HP could provide to fix this.
I am a volunteer and I do not work for, nor represent, HP
