I downloaded the program to disable Intel optane. During the process I got a blue screen showing error code 0xc0000225. I shut down my computer and took out the optane drive and replaced it with an SSD. Since then it would not boot up. I've even tried using a recovery USB stick sent to me a couple of years ago by hp and that doesn't work. I reinstalled the optane drive but I still have the same issues.

Hi:
The only suggestion I can offer would be to see if your PC's BIOS has a setting to disable the Intel Optane memory.
The last two sections of this link provided guidance for how to properly disable the Intel Optane memory, and unless your PC has a BIOS setting to disable the Intel Optane, I recommend you reinstall and reenable the Intel Optane memory and try uninstalling it again using the instructions provided.
