Product: HP 280 Pro G6 Microtower PC (8QY81AV)

My computer is having an error when turning on, the power led just flashes then turns off.

The CPU FAN vibrates slightly, and repeats after 3 seconds. Has anyone encountered this error before, please help me fix it.
