I have gone through your Post and would like to help
This seems to be an issue with User Account Corruption or possibly damaged Windows files
I suggest you perform a Reset and that should work. You can refer to this Link: https://support.hp.com/in-en/document/c04742289
Keep me posted how it goes

Do you have the HP Recovery Media? If you have the Recovery Media you can perform a System Recovery.
The HP Cloud Recovery Tool allows you to download recovery software to a USB drive using another computer. You can use the downloaded recovery image file inorder to install Windows operating system. Click here: https://support.hp.com/in-en/document/c06162205 to Use the HP Cloud Recovery Tool (Windows 10, 7)

I recommend you follow the steps in the below article and check if you perform a recovery on the computer using the recovery partition on the hard drive.

Thanks.
I bought the computer 6 months ago.
I tried as per the article.
There is no recovery manager in trouble shoot. So it did n't work.
I have tried all the troubleshoot options as suggested by your colleague.
I still have warranty. Can I return the computer and get a new one please.
